Résumé Du travail à l’action publique, les dispositifs d’évaluation font aujourd’hui système en exerçant une emprise croissante sur nos vies. Si chacun de ces dispositifs apparaît vulnérable à la critique, la machinerie de l’évaluation, soudée par un même esprit de classement et de comparaison systématique, est devenue largement autonome. Ce qui rend la critique de l’évaluation si difficile, c’est le fait qu’elle allie l’exercice de la rationalité instrumentale, caractéristique de la modernité, avec la poursuite de finalités éthiques peu contestées telles (...) que la justice ou la démocratie. Le conflit social autour de la réforme du régime d'assurance chômage des intermittents du spectacle a été marqué par son intensité et par sa durée. La thèse défendue ici est que la maîtrise du temps constitue l’un des enjeux majeurs de ce conflit. L'affrontement sur le terrain économique de la régulation de l'emploi et de l'industrie culturelle s'est doublé de l'affrontement sur le temps. La question du temps ne se limite pas à la régulation du temps de travail, elle concerne (...) la maîtrise du temps et les « formes de vie » auxquelles les individus aspirent. Les deux plans de l'emploi et du temps ne sont pas exclusifs l’un de l’autre, ils coexistent, mais le conflit autour de la maîtrise du temps est relativement imperceptible. L'objectif de cet article est de lui donner de la visibilité et d'en questionner le sens. (shrink)

Brazilian and US American children were compared for differences in tolerance and punishment expectancy. We hypothesized that participants would be less tolerant and more punishing of moral than conventional violations; tolerance and punishment expectancy would relate with age; Brazilians would tolerate less and expect more punishment than US Americans; and social domain would moderate effects of age and nationality. The sample had 129 matched children from Brazil and the USA. Moral/conventional-violation vignettes were used. Mixed-model GLMs suggested that children were less (...) tolerant and more punishing of moral than social-conventional violations. Age effects were significant for tolerance. Brazilians scored lower on tolerance and higher on punishment expectancy than US Americans; they also differentiated less between violation domains than US Americans. These and other results suggest that Brazilians tolerate less but expect more punishment for violations than US Americans. Discussion is based on cultural and socio-historical differences between the two nations. (shrink)

Nous vivons l'ère logique, même si nous en sommes encore que dans les tout premiers temps de cet âge nouveau qui s'inscrit sous le signe du mariage de l'homme avec la machine - la machine qui amplifie le cerveau, alors que les engins et les appareils ne font que prolonger les bras et les sens. Pour pénétrer l'extraordinaire complexité des choses, l'homme du XXe siècle a créé la logique moderne, qui appréhende tout. Or, la logique mathématique est automatisable ; la (...) machine est le produit de cette logique, qu'elle nourrit à son tour. La clef du progrès humain, dans tous les domaines (matériel, social, économique), réside dans la mise en oeuvre de ces instruments, rapides, sûrs, qui nient les dogmes, les religions, la politique et corrigent les distorsions de l'affectivité. Algèbre de Boole, programmation linéaire, mécanismes d'instauration et d'apprentissage, automation analogique et digitale, modèles d'objectivité et simulation de structure, dynamique des groupes, tout ce qu'il faut savoir en 1969 pour comprendre 1970 se trouve ici exposé avec clarté. Les mécanismes de l'auto-adaptation, le monde étonnant de la vitesse qui est celui de l'électronique des machines, les modèles cybernétiques, sont analysés aussi bien que la codification qui sert de langage à la logique digitale et que le rôle de la programmation dans la société de demain. Le livre critique les sociétés en place sous l'angle de la libre circulation des informations et s'achève dans la prospective d'une société qui, ayant vaincu ses dogmes et ses croyances, a acquis le réflexe de corriger ses erreurs par des processus automatiques, ouvert la libre circulation aux données et aux ordres le long d'un réseau sans filtres et sans limitations - donc sans frontières : elle est devenue réllement auto-adaptative ; elle peut alors s'engager dans la voie du progrès véritable, des hiérarchies mobiles, de la récession de l'autorité de l'État, de réintroduire dans la vie de cette réalité unique qu'est l'individu, le jeu, le risque et l'aventure individuelle. Simplement, au modèle ancien du risque hasardeux on substituera le modèle moderne de l'expérience calculée, profitable à l'espèce. Le voyage dans la lune est peut-être le premier de ces échanges des rêves. L'ère logique est le livre d'un ingénieur qui vit quotidiennement les choses de la logique, une sorte d'explication du monde à l'usage de ceux qui refusent de se laisser fasciner par le spectre d'un nouveau Moyen Âge. C'est un livre libre et libérateur, plein d'éclats, d'humeur et de bonne humeur, l'œuvre d'un homme qui s'indigne, mais aussi qui offre l'espoir d'un humanisme accordé au progrès scientifique, à la contagion technique. Droit et morale Sous la direction de Dominique Bureau, France Drummond et Dominique Fenouillet Véritable « pont aux ânes de la pédagogie juridique », la question des relations qu'entretiennent Droit et Morale appelle une réponse doctrinale presque invariable: la séparation de principe n'exclurait pas l'influence réciproque. Le droit contemporain semble pourtant traversé par deux courants a priori antinomiques: ici, la référence morale est invoquée comme une sorte de « tabou » qui justifierait le retrait du droit, alors que, là, (...) elle est appelée en renfort pour justifier telle solution ou fonder telle réforme. C'est de cette étrange coexistence du « retour offensif » et du « tabou » qu'est née l'idée d'organiser un colloque sur le thème « Droit et Morale. Aspects contemporains » en privilégiant une approche interdisciplinaire. Le 4 juin 2010, dans le cadre des journées d'étude qu'il consacre au pluralisme, le Laboratoire de sociologie juridique de l'Université Paris II accueillait donc les réflexions croisées d'Olivier Descamps, Dominique Fenouillet, Michel Germain, Valérie Malabat, Horatia Muir Watt, Cécile Pérès, Marc Pichard, Jean-Emmanuel Ray et Jean-Louis Sourioux. L'ouvrage ici présenté s'est enrichi des contributions supplémentaires d'Éric Martin-Hocquenghem et de Mustapha Mekki. Here are the 18 guidance points contained in the UNAIDS document on Ethical Considerations in HIV Preventive Vaccine Research, reproduced by kind permission of the Joint United Nations Programme on HIV/AIDS.

At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multi-national data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy of constructs (...) from social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar was found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-negligible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in understanding adherence to public health recommendations during the pandemic. (shrink)

The South African-Dutch research group responsible for this article started its activities in 2012 by looking at religious tolerance as a means of addressing the tendency for religious intolerance, extremism and fundamentalism. While tolerance seemed to be a promising way to counter religious intolerable behaviour, some shortcomings also became apparent. For example, the concept of tolerance includes an aspect of passivity towards others who adhere to another religion. The concept also does not appear to be able to respond to attitudes (...) and values such as respect, human rights and diversity. Accurate investigation of this problem, both conceptually and empirically, led to the understanding that hospitality is a concept that embodies more active adaptation to those who are different. Hospitality, therefore, seems to be a more promising concept than tolerance for reducing religious tension between individuals and groups. The inner contradiction discovered by Derrida in the notion of hospitality does not detract from the concept of being defined from a Biblical point of view. Hospitality can also be taught to young people. Although there are no formal provisions for hospitality in the national curricula, an analysis of the Dutch and South African national curricula shows that there is room for hospitality education. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized (...) into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Twelve prominent scholars, representing diverse nationalities, generations, and interpretive approaches deal with general methodological and ontological questions, particular issues in Heidegger's text, and the relation between Being and Time and Heidegger's later thought. All of the essays presented in this volume were never before available in an English-language anthology. Generales, Amelita L. de Guzman The primary purpose of this study is to ascertain the benefits of the National Service Training Program implementation and to identify the problems encountered by its implementers. Results showed that the benefits derived from the program were topped by enhancement of skills on basic leadership with emphases on the ability to listen and ability to communicate which were rated very important and very much benefited among other (...) training aspects of the program. Results also revealed that students are aware of the importance of physical, mental and social health as well as the observance of proper hygiene for overall sense of well-being. Although recreation is one aspect that the respondents find important, appreciation of it underscores the need to have more time for assignments and projects as most of the respondents are enrolled in their respective courses with 29 units, making them unable to appreciate the perks of involving themselves into various recreational activities. Problems in the implementation showed lack of provision of materials and equipment and of budgetary allocation which rendered full implementation weak as students and faculty involved in the community immersion have to rely on their own resources, in addition to the indifference and passivity of the local government officials. Based on the findings, the researchers recommended that: the school administrators need to allocate adequate budget for materials and equipment; periodic faculty development trainings and; to look into the passive attitude of the local officials to ensure that implementation NSTP projects will benefit both clients and implementers. ]]>. Rationale In Belgium, several policies regulating reimbursement of acid suppressant drugs and evidence-based recommendations for clinical practice were issued in a short period of time, creating a unique opportunity to observe their effect on prescribing. Aims and objectives To describe the evolution of prescriptions for acid suppressants and explore the interaction of policies and practice recommendations with prescribing patterns. Method Monthly claims-based data for proton pump inhibitors (PPIs) and H-2-antihistamines by general practitioners, internists and "astroenterologists were obtained from the Belgian (...) national health insurance database (1997-2005). The evolution of reimbursed defined daily doses and expenses after introduction of reimbursement regulations and dissemination of practice recommendations was explored. Results Recommendations had no impact on prescribing. All changes can be related to concomitant policies. Lifting reimbursement restrictions for cheaper products did not control growth or save costs in the Iona term. Only restricting reimbursement of all PPIs managed to curb the growth. We observed an unintended increase of non-omeprazole PPIs by gastroenterologists. Conclusions Reimbursement policies influence prescribing, but their effect can be unintended. A dialogue between policymakers and guideline developers, and evidence-based policies that are linked to clinical guidelines, could be an effective way to pursue both cost-containment and quality of care. Pour souligner le 30e anniversaire de la Convention internationale des droits de l’enfant (CIDE), le Groupe de recherche interdisciplinaire en droits de l’enfant (GRIDE) de l’Université de Moncton a organisé son premier colloque international du 26 au 28 novembre 2019, en collaboration avec le Bureau du défenseur des enfants et des jeunes du Nouveau-Brunswick. Ce colloque a permis de dresser un état des lieux éclairant, d’une part pour savoir si les objectifs énoncés dans la CIDE sont atteints avec l’application (...) de la Convention en droit interne et, d’autre part, pour évaluer les défis et les enjeux actuels de la mise en œuvre des droits de l’enfant dans une approche interdisciplinaire et interprofessionnelle. Les Actes du colloque regroupent dans le présent ouvrage cinq textes qui tentent de répondre à ces questions. Les contributions sélectionnées apportent un éclairage inédit sur les développements récents liés à l’application de la CIDE dans un contexte canadien, néo-brunswickois et international. (shrink)

The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars. Apparue en France dans les années 80, avec la naissance des premiers " bébés-éprouvette ", la bioéthique se propose d'accompagner les progrès fulgurants des sciences médicales par une réflexion morale et philosophique adaptée. La biologie offre, en effet, de nouveaux pouvoirs aux hommes, mais face aux prouesses techniques, le champ des interrogations est vaste, du stade embryonnaire de la vie humaine jusqu'à sa fin, en passant par les manipulations génétiques, les greffes d'organes et les neurosciences. En France, des centres et (...) des comités d'éthique biomédicale dont le plus connu est le Comité consultatif national d'éthique pour les sciences de la vie et de la santé - ont été créés et, désormais, des lois encadrent les nouvelles pratiques dont certaines sont devenues courantes. Pourtant, de nombreuses questions morales concrètes se posent aux patients, aux familles et aux médecins. Avec quels repères s'orienter? La réflexion philosophique et théologique, la connaissance de l'enseignement de l'Eglise, la prudence médicale peuvent-elles conjuguer leurs apports? Comment respecter au mieux la liberté et la dignité des personnes concernées? (shrink)

Parce qu'il a été le commentateur inlassable des événements, parce que ses livres ont souvent répondu à des situations bien différentes de la nôtre, on a pu penser que son oeuvre, à l'exception bien sûr des grands ouvrages théoriques, perdrait de son actualité en raison de l'éloignement des circonstances qui lui avaient donné naissance. C'est le contraire qui se (...) produit. C'est de nous et donc à nous qu'Aron parle encore. À travers la forme politique propre à l'Europe, la journée d'études du 7 juin 2011, dont est issu cet ouvrage, s'était proposée de dégager la science politique que Raymond Aron nous lègue pour mieux comprendre la condition humaine et la situation présente des pays européens. Three themes in the work of Louis-Joseph Lebret (1897–1966) have especial relevance for current development ethics: first, the importance of counterbalancing a disciplinary philosophical or theological orientation with strong bases in empirical life-experience, practical learning and social sciences; second, the necessity to study capitalism not only ‘development’, and concrete life-needs not only a generalised notion of ‘freedom’; and third, the imperative to employ global and cosmopolitan frames besides national and ‘community’ ones. These themes came to distinguish Lebret as a (...) development ethicist. He began with the first and second from the 1930s, under his banner of ‘Économie et Humanisme’. The third emerged later in consequence of his studies across an interconnected world. The paper elucidates and discusses the three themes in turn. The subsequent sections then briefly consider Lebret’s legacies, influence and continuing relevance: directly, within the Catholic Church’s perspectives since the 1960s on human and global development; and indirectly, for secular work on ‘human development’ and in Anglophone development ethics. This paper examines potential differences in land use between Q'eqchí Maya and Ladino farmers in a remote agricultural frontier in northern Petén, Guatemala. The research site, the Sierra de Lacandón National Park, is a core conservation zone of Guatemala's Maya Biosphere Reserve. In recent years, much has been written about the dramatic process of colonization and deforestation in Petén, Guatemala's largest and northernmost department. Since the early 1980s a rapid rural transformation has occurred where once remote forested regions have (...) been colonized by small farmers, and lands have been converted to maize fields and cattle pastures. Consequently, less than half of the original forest cover in the department remains. Although approximately half of Petén's rural settlers have been Q'eqchí Maya, their land use, and its subsequent impact on Petenero forests, has been little studied. Results suggest that despite heterogeneous land use systems in migrant origin areas, given similar physical and socio-economic conditions following settlement in this remote frontier, Q'eqchí and Ladino farmer land use is remarkably similar. Only a modest land use difference appears to exist between the two groups: Q'eqchí Maya appear to have more extensive swidden maize rotations while Ladinos dedicate more land to pasture. (shrink)

This article examines the treatment of Armenians by the late Ottoman and Turkish republican state with a special focus on the social and political roles of the Armenian clergy, especially the patriarch. After giving a brief account of the historical evolution of the millet system – the principles and practices applied by the Ottoman state in its treatments of non-Muslims – the article tries to understand whether the new regime kept it or adopted a modern approach during the transition from (...) empire to nation-state. It concludes that the republican state has created a deliberate inconsistency in its treatment of the Armenian community and patriarch. Although it has avoided recognizing them as a group and their group’s rights it continuously discriminated against them because of their group identity. The republican state has tried to downgrade the patriarch to a mere religious figure without any social or political role which is defined de jure. However, it has continued to accept him as de facto leader of the Armenian community on some occasions. (shrink)

Face aux incertitudes et aux complexités géopolitiques du monde contemporain, elle fait le choix d’une immersion au cœur du « renseignement humain ». Cet article envisage l’hypothèse selon laquelle une telle fiction permet de restaurer la confiance des spectateurs vis-à-vis de la capacité d’une démocratie à lutter contre ce qui la menace. (...) En plongeant son spectateur dans les coulisses du renseignement, en le familiarisant avec des personnages complexes, la série questionne la légitimité de la confiance qu’il est possible d’accorder à un service de renseignement. La faillibilité des agents, mise en scène de façon détaillée, réfléchie par la série elle-même, rassure parce qu’elle permet de comprendre et de partager une forme de vie spécifique qui est celle de l’action secrète. L’espionnage, le contre-espionnage et le contre-terrorisme apparaissent alors comme des pratiques reposant en dernier ressort, non pas sur une maîtrise absolue, mais sur la décision de faire confiance ou au contraire de se méfier. Mobilisant les recherches de la sociologie contemporaine à propos de la confiance (Giddens, 1994 et Luhmann 2006), il s’agit de décrire Le Bureau des légendes comme une fiction projetant sur nos écrans, la possibilité d’une restauration de la confiance ou pour le dire à la manière de Stanley Cavell, une issue possible au scepticisme. Altiero Spinelli (1907-1986) is worldwide renowned as the principal author (with Ernesto Rossi) of the Ventotene Manifesto (1941), whose second edition (1944), prefaced by Eugenio Colorni, is one of the founding documents of the European Union. Less known is the width and depth of Spinelli's thought, not only as a political theorist of supra-national democracy and institutional designer of a possible European Federation but also as a philosopher of civilization and history. While the sources of his federalism have been (...) largely investigated, much less have those of his more comprehensive philosophy. This paper discusses, on a philological basis, the dialogue Spinelli certainly has with some of Max Scheler's writings while going into this dialogue more in-depth, in a philosophical more than philological attitude. Le bon fonctionnement du comité requiert, comme première base éthique, un apprentissage de la communication entre ces différents experts et une grande attention aux (...) données techniques des questions à élucider. Chaque groupe d'experts aborde, en effet, les enjeux éthiques de ces questions du point de vue propre à leurs disciplines professionnelles ; cependant, à défaut d'intérêts ou de convergences idéologiques, des références communes à la dignité de la personne, aux droits de l'homme, au devoir moral, à la responsabilité, permettent de négocier des compromis prudentiels entre des valeurs opposées. Le théologien intervient dans ces débats, souvent de concert avec le philosophe, pour approfondir l'approche rationnelle des problèmes, soutenir l'irréductibilité de la personne, élargir le regard aux dimensions de l'humanité entière.Those called to participate in a national committee on ethics are cbosen on the basis of their practical knowledge in a field of biomedical researcb, or of a particular sector of social life, or of a philosophical or spiritual tradition. The theologian, wbo obviously belongs to this third category, is not necessarily a qualified representative of a Church. The smooth functioning of the committee requires, as its first ethical basis, an apprenticeship in communication between these different experts and witb great attention given to the technical aspects of the questions to be clarified. Each group of experts tackles the ethical stakes of these questions from their own professional disciplines point of view. However, in the absence of common interests or ideological convergencies, the references they share as regards human dignity, human rights, moral duty, and responsibility, permit the negociation of prudent compromises concerning contradictory values. It is at this point that theologians enter into the debate. They often work with philosophers in order to deepen a rational approach to the problems, to support the integrity of the person, and to broaden their perpective to encompass all of humanity. Au début du XXe siècle, si la Chine demeure encore largement une terre vierge pour les explorateurs occidentaux, elle fascine également les chercheurs. Qu'ils soient géographes, géologues, paléontologues ou préhistoriens, tous savent que de formidables découvertes restent à y faire. Suédois et Américains font rapidement le voyage vers l'Empire du Milieu, mais ce sont des Français qui, sur le terrain, vont écrire les plus belles pages de la découverte du Paléolithique de Chine, des premières industries lithiques à l'étude du gisement (...) de l'Homme de Pékin. Pierre Teilhard de Chardin est l'un d'entre eux, qui durant près de vingt ans va parcourir des milliers de kilomètres dans les campagnes et les déserts de Chine et de Mongolie, à la recherche des premiers hommes. Entre 1923 et 1940, il maintient une relation épistolaire avec son port d'attache à Paris, le Muséum national d'histoire naturelle, en la personne de son professeur de paléontologie, Marcellin Boule. Au fil de quatre-vingt-neuf lettres, interrompues par seulement une dizaine de retours vers l'Occident et par sa participation à la fameuse Croisière Jaune Citroën, il décrit, sur fond de rumeurs révolutionnaires évoquées ici et là, ses explorations et ses découvertes à son " Maître et ami ", de vingt ans son aîné, et à qui il voue une dévotion reconnaissante et quasi filiale - " [...] celui à qui je dois tout dans ma carrière scientifique [...] ". Au-delà de sa valeur scientifique, chacune de ces lettres - qu'elle soit écrite du désert de Gobi, des rives du Fleuve Jaune ou à bord d'un véhicule de la Croisière Jaune - est le reflet d'une formidable épopée. Véritable " Journal de bord " d'un savant, cette correspondance se révèle, tout autant que l'écho d'une extraordinaire aventure humaine, la découverte d'un pays prodigieux. (shrink)
